The safety question
Straight answer: SoundCloud's rules prohibit this, more explicitly than most platforms do. Terms of Use condition (v) says you must not use services "automated or otherwise, designed to misrepresent the popularity of your Content" — the words "or otherwise" mean sourcing from real accounts is not a loophole — and condition (xviii) separately bans accounts created to commercialise their own plays, likes or follows. The Community Guidelines list paid external promotion under spammy behaviour, and SoundCloud's help centre tells artists plainly to avoid third-party services promising plays or fans.
The consequences SoundCloud publishes are account-level, not just cosmetic. Its Community Guidelines describe a warning-first ladder, with immediate termination reserved for accounts dedicated to the behaviour, and its guidance on access issues names purchased streams among the activity that triggers it. Its Trust and Safety team removes fake accounts, and the plays, likes, follows and reposts those accounts generated come off your counts with them. SoundCloud also runs published on-site limits that warn and then block accounts using follow, like or repost features too heavily in a 24-hour window.

Likes appear by name in two SoundCloud documents, and in neither of them is a weight attached to them.
The specific one is Related tracks, which SoundCloud says are "selected by an algorithm that returns recommendations through a network of relations and interactions on SoundCloud (for example a user liked a track, a user followed another user, a track is reposted etc.)". A like is given as an example of the relations that network is built from. The second is the Terms of Use, which says recommendations are "based on numerous parameters, including how you use and interact with the Platform (for example, your likes, comments and play durations)". Both name likes. Neither ranks them against anything else.
SoundCloud also says its Popular tracks feature reads "engagement data from the past 90 days", and that it renamed the feature away from Top tracks "since overall play counts on tracks are not the only metric that feed into the underlying algorithm". Engagement other than plays is read there, and only recent engagement is read. That is the extent of it: SoundCloud publishes no exchange rate between likes, plays, reposts and comments, no chart criteria and no threshold, so any multiplier or minimum you have been quoted was invented by whoever quoted it.
Now the part specific to this page, and it is a negative. No SoundCloud document names a listener's country as a recommendation input. Not the Related tracks description, not the Terms of Use parameters list, not the Popular tracks explanation. There is no published US weighting and no geographic multiplier. Pacing. SoundCloud's Feature Use Policies describe automated anti-spam systems that focus on accounts performing the same activity in large numbers within a 24-hour period, and name liking a lot of tracks in one day as a trigger. Those limits are written against the accounts doing the liking rather than the track receiving them, which is why delivery is spread across hours rather than dumped, and why none of it runs from your account. That is a pacing decision. It is not a safety guarantee, it does not protect your track, and geography does not turn it into either.
Size and timing. The route accepts up to 2,000 likes per order against one track URL, twice the ceiling on our untargeted route. It will take orders as small as 10, but our smallest package is 100 because we do not sell sub-100 engagement orders. The listed start window is 0 to 12 hours, which is slower than the 0 to 1 hours on our standard SoundCloud likes. The reason is the filter: a narrower pool fills more slowly. Access. A public track URL and nothing else. No password, no email, no Artist or Pro subscription, no app to authorise. A private or unlisted track cannot be liked by anyone who does not already have the link, so make it public before you order.

Why a like can vanish at all. Refund. If delivery has not started within the stated window, tell support and we refund in full to the original payment method.
