The safety question
Straight answer: SoundCloud's rules prohibit this, more explicitly than most platforms do. That US plays earn more. This is promotion, not income. SoundCloud's Monetization Terms provide for revenue to be excluded and forfeited where plays are caused in an automated manner, so on a monetised track a bought play is a liability rather than a payout.
That US plays are safer. Geo-targeting is a sourcing parameter. The Terms of Use condition prohibiting services that misrepresent popularity has no country clause, and no seller can add one.
So what is the geo actually for? Coherence, and only coherence. If your scene, your gig calendar, your sync pitches or your label are American, a play base drawn from US accounts is consistent with the rest of what you are building. That is a judgement about what you want your numbers made of. It is not a mechanism, and we will not dress it up as one.
